I have not had an opportunity to look at the detail of this complex proposal. I ask the Minister if it will be possible to submit amendments before tomorrow. I suggest the proposal could go a little further, for example, by stating the State recognises and affirms the natural rights of children, including their right to adequate health care, education and housing and the right to live free from poverty and neglect and that all necessary resources, including material resources, will be provided.
