-----a system of universal health insurance with equal access to care for all. Under that system there would be no discrimination between patients on the grounds of income or insurance status and the two tier system of unequal access to hospital care will end. That is what we committed to doing in our programme for Government and that is what we are going to deliver. I have discussed the delivery of that several times with the Minister of State, Deputy Shortall, and the Minister for Health at the relevant Cabinet sub-committee and with my other colleagues.
