Will he publish the technical paper and will he let us know, in an open and clear way, what exactly he is looking for as regards the promissory note issue? There were no European facilities such as the ESM or EFSF at the time of the Irish bank guarantee and the banking system could not have been allowed to collapse, as is happening in Spain, Greece and elsewhere across Europe.
