Is there any impediment on the Government to implement or ratify the Article 136 amendment at this time? Is there any legal or other imperative to have it implemented now, prior to the holding of the referendum? Can the Minister of State specifically state whether the Government's position is based solely on the legal advice of the Attorney General, or is it a political judgment? If the Government were not to implement this now, would that have any effect on its ability to access the required funding from the EFSF?
