-----2009 the European Court of Justice ruled against this country. This has been going on since then without any action being taken. The Minister set out clearly what it is that he intends to do. Someone who registers in the first three months does so for €5 and inspections do not start until 2013. The inspections are not universal in the way that applied under the Fianna Fáil proposal. It is not a requirement to bring all septic tanks up to the 2009 standard as set by the Environmental Protection Agency. That only applies in the case of new septic tanks. There are matters that householders living in the country, as I do, can take into account, namely, the prevention of run-off water from the roof and outside buildings running into the septic tank-----
