In an uncharacteristic outburst of magnanimity the Minister for Justice and Equality has promised to pardon various members of the Irish Army who deserted to join the British Army during the Second World War. Can the Taoiseach advise if legislation will be necessary to make that pardon a reality or can it be done by way of statutory instrument?
