-----to say what is the position. On the last occasion and the time before that, I pointed out my view on treaty change and the difficulties that would arise if we opened the process of treaty change. Because of that, President Von Rompuy was mandated by the Heads of Government to produce a tentative paper on 9 December. I will talk to him about that before he produces his agenda, which will be a limited one containing only the main issues, for 9 December.
