The Deputy read out the relevant section of the Lisbon treaty. Decisions are taken by consensus and the consensus of the meeting was that provided the Greek Government adhered to the conditions set out at the meeting the extra moneys made available would be paid, that the haircut of 50% would apply and that the extra billions to be paid over would also be paid but that this required a reform programme which would be exceptionally challenging for the citizens of Greece and which would continue for at least ten years.
