Some groups that had valid proposals to put forward were not included in the Keane report. It is important, if we are to implement a package for mortgage holders in so far as we can, that it be as inclusive as possible. Central to that is the very complex legislation that deals with personal insolvency. We do not want to bring in legislation that creates an incentive for people to become bankrupt, out of which the taxpayer would have to fork out further moneys.
