Regarding the Deputy's comments on accident and emergency wards, at the beginning of each year, hospital budgets are signed off. Some hospitals are already €100 million over budget. This cannot continue. Somebody must pay for this. We are in this situation not by virtue of choice but by virtue of circumstance. To make our way out of this, we are going to have to make adjustments.

In the beginning, there was no talk of making subordinated bondholders take a share of the responsibility for the bailout.
