In page 14, before section 25, to insert the following new section:

31.—Section 13 (inserted by section 15 of the Institutes of Technology Act 2006) of the Regional Technical Colleges Act 1992 is amended by the insertion, in subsection (9), of ", the Minister for Public Expenditure and Reform" after "consult

with the Minister".
