I do not understand why that was not done in the past 40 years but the reason the Government and the Minister for Public Expenditure and Reform is now carrying out a comprehensive analysis of the way moneys have been spent here is precisely to deal with that question so that the Government can prioritise those who deserve priority in terms of being treated fairly across the board.
