I can understand the desire to provide maximum flexibility in drafting the scheme and to not be tied by primary legislation, but I hoped the spirit of the amendment proposed by Deputy O'Dowd would be incorporated. It may not be done by the current Government but by whomever is next in Government. Let the record stand.
