The problem is the huge gap between the theory and the practice. We have an official report from the OECD dealing with regulation, and then we have what is happening on the ground at a practical level. The reason we have the problem described so clearly last night on "Prime Time Investigates" is that this Government has made it more difficult for families to care for older people.
