If it is not true, it is all the more reason for the Minister to appear in the House and at the least, explain to the nation what are their ministerial and governmental guidelines to the authorities in respect of Government policy in this regard. It is important to remember that all over the country, elderly people are trying to go about their little bits of business on footpaths that are exceptionally dangerous and very slippy.
