Yes, they are. Under the legislation, every landlord is obliged to register as a landlord before he or she does any business with anybody, private or otherwise. Whether the landlord takes public or private money, he or she is expected to register as a landlord under the Private Residential Tenancies Board legislation. I am quite satisfied that is the case.
