Article 12 covers the appointment of the European Central Bank and the European Investment Bank to fulfil various financial functions and Article 13 covers the administrative provisions. These include the use of resources, reporting, the transfer and disposal of shares and amendment of the agreement in the event of the accession of a new member state to the euro.
