It claims that this legislation alone will not address the problem of begging, which stems from the societal failure to care for and protect vulnerable people, including children. We all will be aware that children are often used by beggars on the streets. It is a sad reflection on society, considering what has been happening over the past number of days, to see our children forced onto the streets to beg, accompanied by their mothers.
