In the context of all the issues discussed and resolved, did it cross the Taoiseach's mind or the Government's mind, based on the scandals and revelations of the past ten years and the State's failure in respect of providing protection to children, that this issue should be addressed, that the dispute should be resolved? Why is it that until the Ombudsman for Children's report was published not a single Minister acknowledged this dispute is taking place and is sabotaging the implementation of the Children First guidelines?
