Will waiting for the Civil Partnership Bill delay this legislation? It will take time for the Civil Partnership Bill to go through the two Houses. We have completed Second Stage. The Bill contains provisions on qualified cohabitants, cohabitants and civil partners and it is very complicated. Bringing cohabitants into this legislation will make it very complex for those who must comply with it.
