Question 78: To ask the Minister for Social and Family Affairs if she will amend the back to education allowance to address a number of inadequacies such as its lack of compatibility with the academic year; the length of time an applicant must be unemployed to qualify for this scheme; the restricted access for persons who already have third level qualifications; and the restricted access to students pursuing other back to education type programs.
