This is not a matter for any committee. It is a matter to be dealt with on the floor of this House. If he insists on, and persists with, it, the Ceann Comhairle's ruling would set a new precedent that there was no need for an Order for Second Stage. That is a requirement for any legislation going through this House.

The Minister quite rightly proposed the order. I am not suggesting the Ceann Comhairle is in any way biased but the only reason there was a ruling that it was not necessary was that somebody disagreed with it. That is what we are here for.
