The process is ongoing. The mapping out which we have done of the State infrastructure which could have access to such infrastructure was an important first step. This Bill is an important further step and it will continue to evolve in conjunction with advice from ComReg and ascertaining what the market is doing at the same time to make sure we get the fastest, most widespread deployment of fibre across this network. How far that goes will to a certain extent evolve depending on the market. If we have a failure in the market, one would pursue at a much more fundamental level the use of State assets and their integration to provide an alternative solution.
