When the quorum was called, was there time for the Minister of State and his staff to contact the Minister for Finance to ask him to come here? He could go to the Fianna Fáil Parliamentary Party and talk to backbenchers so they could go on the radio, but he could not attend the House to discuss the bank guarantee scheme.
