I take the Deputy's point. As the Bill is still on the Order Paper, it is a matter for the Whips and the organisation of the House to decide how and when it can be taken. The Department has been dealing with many other important pieces of legislation which are of a higher priority. It remains on the Order Paper and I understand Second Stage has not yet been taken.
