In regard to the conclusions, the European Council endorsed the global figure of €100 billion in international financing per year by 2020 and committed to paying a fair share of that. It is very conditional and it remains to be seen what emerges from other regions of the world and other powers as to what they will do in regard to their contribution to this international public financing provision which is part of the means by which mitigation and adaption measures can be provided for developing countries in order that we an overall and comprehensive agreement.
