With regard to Second Stage of the Public Transport Bill 2009, my understanding was that the Government only intended to allocate an hour and a half for that debate. Is it the intention to guillotine this Bill or is this just the start of the Second Stage debate with no intention of concluding it today? It is major legislation that requires serious analysis.
