There is no indication of who is the author of the document, what legal or professional responsibility he or she is taking for it, or whether it is the Minister's personal document. I support what Deputy Bruton stated about the Comptroller and Auditor General or another qualified person examining the document. However, it needs to be debated prior to Committee Stage because it is not a subject which will be directly debatable on Committee Stage because neither the amendments nor the Bill refer to the document or its status. If this was a public offering on the Stock Exchange in the Minister's portfolio, it would be subject to the most detailed legal regulation.
