The matter of great magnitude to which Deputy Noonan refers is one section of the Bill and he has addressed his comments to that section. On the matter of Anglo Irish Bank, what we saw in the spring was a serious shortage of funds in the bank. Circumstances do not stand still in the case of any particular financial institution. It is now clear the decision to nationalise the bank, which was an essential decision to take at the time, and the various revelations associated with the bank led to a further deterioration in international confidence in it as an institution.
