I wish to address amendment No. 10 in my name which is included in this group. We have been over this territory a few times and it would be simple to read the wording of the Bill from line 36 page 15 to line 23 on page 16 but I do not see any point in doing so. Having examined it very carefully I cannot see how it does otherwise than to confer upon the Minister the authority to extend the scheme by ministerial order without reference to the House but if it does do otherwise, I ask the Minister to point it out to me. When the time comes I will move my amendment.
