Financial Measures (Miscellaneous Provisions) Bill 2009: Committee and Remaining Stages

 

Much of the previous debate on the Bill in the House was concerned with the open-ended nature of what the Minister was seeking to get from the Dáil, without any corresponding analysis presented as to why it was justified. In this amendment and the next one I seek to in some way delimit the powers the Minister is seeking, one of them by providing a sunset clause, if one likes, or an outer limit beyond which we would not extend, namely, 2014. That gives, in effect, a five-year period. The Minister appears to be indicating that he has in mind the issue of bonds for up to five years. That would ensure that at least the Minister would have to come back and get a fresh mandate in the event that he was going to extend them for a longer period.
