I have considered carefully the various issues raised by the life insurance industry. Having regard to the need for additional tax revenue, the incidence of taxes being imposed across the economy and the need for all sectors to make a contribution towards solving our economic difficulties, I decided that the levy will be implemented as announced. In common with other taxation measures, however, the operation of a levy will be kept under review in advance of budget 2010.
