I do not want to be pedantic about this but if the Minister introduces a tax in February, he will not come back the following year and say that in 2011, he will vote for the carry over. He will say that is read into the level of tax.

The implication of the Minister's tax measures is €2.5 billion in extra tax ad infinitum. That is what he is doing. That is not the central point but I am illustrating that the Minister is going back to the well------
