Criminal Justice (Surveillance) Bill 2009: Second Stage (Resumed)

I welcome the opportunity to contribute to the debate on the Criminal Justice (Surveillance) Bill 2009. The legislation provides a comprehensive statutory backdrop for the use of covert surveillance techniques by the Garda Síochána, the Defence Forces and the Revenue Commissioners. It also provides powers to acquire intelligence on individuals and vehicles in a manner outside the system of warrants upon which law enforcement agencies have relied heretofore.
I congratulate the Minister of State, Deputy Peter Power, on his deserved reappointment. I listened carefully to his fine speech on this legislation. Given that he mentioned Limerick so often, I presume I will be allowed to make some mention of Tallaght in my contribution.
