We are informed that there is to be an interim board which will be entering into negotiations with the banks, which will reduce the room for manoeuvre of this House, which must set the framework for this legislation. We need to have some certainty regarding on what authority it will be operating. If it makes decision about, for example, the price at which assets might be purchased, we will be undermining the freedom of the Dáil to strike a fair balance. These are important issues. The scale of this is unprecedented so, while it might slightly bend the Ceann Comhairle's tolerance of the rules, it is so important that we need to have clarity from Government as to what will come before the House, what will happen to banking in the long hiatus before we see legislation-----
