Ruairi Quinn (Dublin South East, Labour)

On a point of order, I am 32 years in this House. On every budget day I have attended, I have been informed by the offices of the House that no Member of the House can leave the Chamber with a copy of the budget speech. Am I to understand that the rules have been changed? Am I to understand that the same rules prevail with the Fourth Estate and that they are now, as my colleague Deputy Lynch said, locked into this Chamber or must leave the books here?
