Question 24: To ask the Minister for the Environment, Heritage and Local Government if he will take steps, such as the abolition of fees charged to members of the public to make submissions, on planning applications in order to ensure a more public participation in decisions about planning in their area in view of the decision to implement the European public participation directive and his stated commitment to ratify the Aarhus Convention; and if he will make a statement on the matter.
