If we are seeking to provide some assistance to the cost of moving out of an urban dockland, the relief should be confined to the cost of moving from the urban dockland rather than, as this section seeks, include the cost of the establishment in the new location. If the cost of establishing the new location is grant-aided, an uneven playing pitch is being created for others with similar facilities.
