As I understand it, the issue here is that the Government proposes that health insurance premiums will be changed on 1 January. What the Tánaiste is saying, in effect, is that this apparently will be done without statutory authority. A Bill will be published. Presumably, it will contain a date. It will not necessarily be enacted but the insurance premiums will be changed.
