Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages

I understand Deputy Higgins's position and it is very honourable. With the passing of time such an amendment may not be necessary. It is important to remember that regarding cluster munitions or other weapons, beauty is in the eye of the beholder, and if the weapon is used in a defensive position it can be quite productive and progressive. Taking on board the point the Minister has made and the potential impact this would have for our peacekeeping forces, and from a pragmatic point of view, it would not be possible for me to support the amendment.
