I seek to move the adjournment of the Dáil under Standing Order 32 to raise a matter of national importance, namely, the threat caused by the abysmal failure of the Government to achieve last year's Kyoto limits on carbon emissions, in light of the EPA reporting emissions levels of 69.28 million tonnes, or more than 6.5 million tonnes over the Kyoto limit of 62.84 million tonnes, the admission by the Minister for the Environment, Heritage and Local Government that meeting the 2020 targets will be an enormous task and the inadequacy of the solution he has put forward, which comprises a directive to Dublin City Council to fix the potholes in cycle lanes.
