We are currently in a trough. Not even the most pessimistic of commentators on any side of the House anticipated the current slowdown. The national development plan was based on a forecast of economic growth of 4.6%. That figure was a median based on the projections of a variety of commentators. We are now facing negative growth and must reprioritise accordingly, but we must continue to help those less well-off in society. I am pleased that despite the current difficulties the Minister announced increases in social welfare and other areas.
