I have a final point. The community and voluntary sectors, which cannot claim back VAT, buy photocopying machines and equipment. They will find their costs have increased as a result of this measure. There was no examination of the VAT system; it was slapped on. This is the back of a cigarette box economics and hence the cost of living has increased for community groups and those on the minimum wage.
