To follow on Deputy Quinn's point, it is important that, in keeping with the procedure, it will be possible for the Opposition to table amendments to the draft of the scheme. The guarantee offered is effectively like insurance; therefore, the State should be looking for a return. We are providing a facility for the banks and should be looking for a return for the State, not necessary a return that would involve breaking even but a return nevertheless.

We must seek the recapitalisation of the banks.
