A couple of years ago at least, there was a Fine Gael motion before the House to introduce an attachment of fines Bill and we were told at that stage that a Bill was ready for publication to deal with the matter. I believe it is now referred to as the enforcement of fines Bill, but it would save a great deal of Garda time if that were done.

I am also concerned about the intoxicating liquor Bill. I have tried to include other items of legislation, but they are not on the list. At least that one is and if it could be introduced in the Dáil, we could discuss the whole issue of the sale of liquor and how to deal with it. As the Minister for the Environment, Heritage and Local Government is sitting beside him, it is important for the Taoiseach to be aware that some of the indirect costs being imposed on industry are affecting the viability of companies. I am referring to water charges and that type of thing. We need to watch the indirect taxes——
