Passports Bill 2007: Report Stage

I understand fully what the Minister is saying. However, most fathers who are in stable relationships do not apply to become guardians of their children. It is the assumption of all of us when we get married or start living with someone that the relationship is for life. One does not expect one's relationship to break down. It is only when it starts to go wrong that applications are made to the courts. We do not propose this amendment on the basis that mothers should be prevented from taking their children abroad. That is not the issue. It is a matter of ensuring there is consultation and that the input fathers have into their children's lives continues. That is all the amendment seeks to ensure. While it is strictly a family law matter, it is not outside the scope of the Bill. It could be included.
