Health Services: Motion.

Instead of listing the frontline services to be affected, I wanted to go under the surface, question the logic of using a recruitment freeze to address the mismanagement of a budget when that mismanagement was not investigated in detail and ask why frontline services are being cut, which is the point of this motion. We should examine the various layers of management in the HSE despite the original intention to cut down on bureaucracy. The motion goes deeper. The adopted strategy, a crude instrument, is not appropriate and is affecting health services.
