If he states tomorrow morning, as he has the power to do, that the Government has changed its policy on incineration, which currently involves the promotion of a limited number of incinerators, strategically placed throughout the country as part of the waste management mix, he will make a fundamental difference to how An Bord Pleanála looks on this application.
