I know it is this year but, in view of the importance of the subject matter, would it be possible to bring it forward to the early part of this year?

The Postal Services Bill fell off the wagon. If it was thought necessary to have this Bill before the House two years' ago, what happened in the meantime to render that Bill obsolete?
