To put it into legislation could have the kind of effect mentioned previously, as for example in the planning area where people kept returning for more information and the issue ended up going round in circles. Not including it means that in many cases decisions can be made more quickly. We can achieve the same objective by ensuring that some kind of time targets are included in the strategic plan of the new board.
